COLTON - They would be banished.

There is no wiggle room for the Colton City Crips in a 15-page lawsuit filed Tuesday by the District Attorney's Office seeking a permanent injunction against the criminal street gang.

District Attorney Michael A. Ramos and Colton Police Chief Bob Miller announced the unprecedented injunction request at the Arbor Terrace apartment complex, which authorities say is the gang's home turf for selling marijuana and cocaine.

This would be the city's first gang injunction and the DA's second in less than two months, but it is the first to seek banishment of gang members.

Not only would the 50 or so active members not be able to gather together within the "safety zone," flash gang signs or wear their colors, they couldn't even set foot in the area.

"It's the first time in our history," Ramos said. "We're not going to stop here but this is one of the first stops."

The gang members would be banned from the 128-unit complex and 30 buildings on or near Rancho Avenue: San Bernardino Liquor, the Lucky Plaza shopping center, Lucky Coin Laundry and all

sidewalks or curbs surrounding the territory nicknamed "The Zoo."

Colton gang officers said the injunction would greatly help them crack down on crime in the area and hopefully provide a safe haven for residents terrorized by gang members.

Gang members loiter in the complex from 7 a.m. to nearly midnight selling drugs, they said.

"They still come as if it were a day job," said Deputy District Attorney Mark Vos, who heads the gang injunction unit. "You know In-N-Out burger? This is like In-N-Out drug bazaar."

Children are watching gang members stash drugs beneath parking blocks or inside Dorito bags hidden in trash bins. Residents are intimidated into leaving their doors open so gang members can hide from police if necessary.

"This was a dangerous place and we did not come in here without two or three units," Miller said in talking about the gang's 20-year history at Arbor Terrace.

Police have taken several steps over the years to loosen the gang's hold on the area.

A trespassing ordinance was approved in 2004 that gave officers the ability to remove anyone who did not belong in the complex. Large no-trespassing signs hang on the white and green buildings, warning intruders to stay away.

A handful of residents brought their children to listen to the gang injunction announcement and several others peered cautiously out their front doors.

"It's horrible how they make these people in here live," said Officer Mike Collins, who helped serve warrants Tuesday morning to gang members.

A hearing will be held Sept. 24 and a San Bernardino Superior Court judge will decide whether to grant the injunction.

The DA's Office also filed for a gang injunction against 60 members of the South Side Rialto gang in July. A judge will rule on that proposed injunction next month.

Interesting to see if this one actually carries out. A couple years back there was talk about the injunction on PPHG which as of now looks to still be on hiatus. Either way all this injunction will do if carried out, is send out alot of CCC to relocate to the Eastside of San Bernardino where alot already stay anyhow, also in Rialto as well. I still have to question if there is a real nessecity for this injunction as the CCC hood has not been the same for atleast 8 years now. You can tell just by looking at the video they had on there, you will see alot of latino families in there where as before the area was always a highly predominate area for blacks. Sweeps, Incarcerations and death has really lowered their numbers in recent years, and like I said alot of them stay in San Bernardino now.

Interesting video and article. Sounds like Ramos is pissed! The question I gotta ask is...why now?? Like Ryda said, a lot of them moved out and it hasn't been the same in the zoo. I still see a handful of the CCC dudes in and around the zoo, the SB liquor store in their hood, but it's no where as active as it once was.

Colton rapper 40 Glocc scoffs at gangster identity

Hip-hop magazines track his beefs with rivals. Industry titans record with him.

But 40 Glocc never had top billing like this.

There's his birth name -- Lawrence White -- again and again in the 225 pages that hit the streets this week, next to phrases like "a real rap star" and "all over the Internet."

The document is not a product of his publicity machine, but of the San Bernardino County district attorney's office. The 33-year-old White, signed to 50 Cent's G-Unit records, is described by authorities as a "top shot caller" in the Colton City Crips gang they're seeking to banish from the neighborhood it has claimed for decades.

Eighteen of almost 60 alleged members were served with injunction papers this week -- but not White, who wasn't in town. Still, he's named in the filings as a frequent trespasser at the Arbor Terrace Apartments, glorifying thug life to children by filming videos there.

"He is one of these guys that believe he's untouchable due to the fact that he does have some money," wrote Colton police Cpl. Shawn McFarland, who worked in the department's gang detail on the proposed injunction. "There's no doubt that he's still active."

Prosecutors typically use everything from tattoos to photographs seized in search warrants to convince to a judge that people should be included in a civil gang injunction. The rapper, whose name is a reference to a .40-caliber Glock handgun, misspelled to avoid the CK abbreviation for "Crips killer," said police are confusing his art with reality.

"You can't say I'm a Colton City Crip from my entertainment," White said by phone earlier this week.

His recording persona is no worse an influence on children than the killing machines played by Arnold Schwarzenegger in 1980s movies, he said.

He dismissed use of his online videos and interviews to incriminate him.

"What?" he asked. "I don't have to see no 12 jurors, but I'm just guilty like that?"


Drug Operation Base

If the injunction is approved, White and other alleged Colton City Crips could be arrested for setting foot in Arbor Terrace at Mill Street and Rancho Avenue, or the SB Liquor Market across the street.

Most no longer live there, but the complex is a base for the gang's elaborate drug operation, using lookouts and trashcans to hide contraband, according to surveillance footage included with the proposed injunction. SB Liquor has long been the gang's staging area, authorities say.

Although White has had only one conviction in San Bernardino County in the past decade -- for unlawful use of a driver's license -- his public image is that of a hardened street tough. In a 2006 interview with hip-hop magazine "Baller Status," in which he said his real name was Tory Gasaway, he reflects on growing up at Arbor Terrace, commonly known as "The Zoo."

"You got to ride around with pistols or risk getting gunned down," he told the interviewer. "I done got shot, been shot at, done the shooting."

Records show that that White was arrested on suspicion of attempted murder of a peace officer in 1996, but was not charged. He said he was wounded during a shootout with Colton police at Arbor Terrace, but denied firing a gun.

On videos posted on YouTube, 40 Glocc is seen assaulting a pedestrian over a bandana representing a rival gang, doing a Crips strut known as a "C-Walk," and greeting a friend who displays a handgun. Alternately, he raps about politics and is seen pointing out children at Arbor Terrace playing in a poorly maintained, flooded playground.

Police and prosecutors who crafted the proposed gang injunction said he is trying to have it both ways.

"He straddles this line and tries to keep enough street credibility yet seem like he's in legitimate business," said Lead Deputy District Attorney Mark Vos.

Colton police gang Officer Mike Collins, who knows White from contacts at Arbor Terrace, doesn't buy claims that 40 Glocc, who has recorded with Eminem, is fictional.

"He's not a rapper trying to be a gangster, he's a gangster trying to be a rapper," Collins said. "He is what he says."

Colton police have proof White still visits Arbor Terrace, where men can be seen on surveillance video dealing crack cocaine in broad daylight, in the presence of children. A video shot last year shows the rapper among them, walking up to a red car and exchanging money with a woman.

The position of the camera and car make it impossible to see whether drugs changed hands. White laughed at the idea of the tape being used against him.

"You got me on tape passing somebody some money?" he asked. "That means they were going to the store. The people there are happy to see me come from nothing and go to something, and I try to help them anyway I can."

In their filings, officers describe Colton City Crips throwing Molotov cocktails at Arbor Terrace management for towing their cars, enlisting children as drug lookouts and threatening to burn apartments if residents don't allow them to be used as hideouts. Gang members have been convicted of shooting people for not giving up a cigarette.

Whether White participates in that, police say his rap videos and presence at the complex help the gang's cause. Police said that as recently as May, White was at Arbor Terrace at 2 a.m. with a reputed gang leader nicknamed "Corleone."

"He perpetuates the myth that that the Arbor Terrace is known in the street as 'The Zoo,'" wrote Colton police Sgt. Eric Miller. "This enhances the gang's identity and perpetuates the lore that the gang owns the place and does what it wants there."

SB Liquor Market is in the injunction for the same reason, prosecutors said. One 40 Glocc music video shows men staging a mass theft of Corona beer, blue Crips bandanas hanging from their pants pockets.

They all shake White's hand as he nonchalantly leans against the front window.

"Everybody knows that guy," said SB Liquor owner Imad Kahala, whose brother, a clerk, is an actor in the video, chasing after the gang. "But I don't know what they've been doing after they leave my business."


Seeking Banishment

In addition to standard gang injunction terms, prosecutors are proposing tougher restrictions on Colton City Crips

Arbor Terrace Apartments: Gang members would be subject to arrest for being seen at the Colton complex, where authorities allege the gang was founded and members conduct drug sales.

SB Liquor Market: Banishment terms also would apply here. Authorities say the gang has long used the location, across the street from Arbor Terrace, as a meeting place and refuge from police.

I been speaking to a few people that aint on to good of terms with 40 Glocc anymore and they all point out to one common thing. 40 Glocc aint to smart, the dummy incriminated himself and put his hood on blast while he was at it.

COLTON … All but one member of the Colton City Crips are now banished from ``The Zoo.''

Authorities said Lawrence White … or ``40 Glocc,'' as he's known in the rap world … may have delayed the inevitable.

But he will be standing alone at the Arbor Terrace apartments, better known as ``The Zoo,'' because his fellow gang members are not allowed to set foot in the neighborhood.

The 128-unit complex on North Rancho Avenue is where police say gang members have for decades sold drugs in front of children and terrorized residents into providing safe havens.

But the gang's headquarters was ripped away Wednesday when San Bernardino Superior Court Judge Donald Alvarez granted a preliminary gang injunction banning its members from flashing gang signs, signaling vehicles or congregating in the safety zone.

``The court is convinced that there is an element of criminal gang activity that is creating a nuisance to the (neighborhood) and a danger to the people,'' Alvarez said.

White's two attorneys, whom he retained the day before the hearing, argued that he was never served notice and was unaware of the preliminary injunction.

Pages of the injunction listing what the gang members may not do are posted on ``40 Glocc's'' MYSPACE page, where he is pictured with a gag over his mouth reading ``Freedom?''

White is signed to 50 Cent's G-Unit recording label.

"He is not a shot-caller,'' said Colton police Officer Mike Collins, who has been on the gang team for nearly three years. ``He is just a member of the group who has reached celebrity status because he was signed by G-Unit.''

Authorities said White was not served notice because they were unsure of where he lived. Eighteen of the gang's more than 55 members were served last month.

Several were spotted on the outskirts of Arbor Terrace clutching pages of the preliminary injunction the day officials held a news conference announcing it, said Deputy District Attorney Mark Vos.

No hearing has yet been scheduled to make the injunction permanent.

It already seems to be serving the ``immediate relief'' that was made official Wednesday in a courtroom.

Drug sales and gang crimes have significantly dropped in the safety zone since police and the District Attorney's Office announced last month that they would seek the injunction, Vos said.

``They called it `The Zoo' because crime was out of control, and they were proud of that activity,'' wrote Sgt. Lou Gamache in an affidavit seeking the injunction.

But now, Gamache and his fellow officers are apparently saying that ``The Zoo'' is closed for business.
