San Bernardino -- Hit with dramatic changes in police staffing brought on by the city's insolvency, police arrested 4,200 fewer people in San Bernardino last year than the year before, a 35-percent drop among adults and 38 percent among children, according to statistics released this week.

San Bernardino officers arrested 7,123 adults and 478 children by the end of 2012, compared to 11,055 adults in 2011 and 778 children.

With serious crimes such as homicide jumping more than 60 percent and robbery up 15 percent last year, officials say it's not because people are committing less crime.
