Here's the thing though, lawsuits against the department or the city, county, state, whatever, wont do a damn thing to curve none of the mentality that the cops have out there when dealing with the average citizen, and/or the appears to be a criminal., these lawsuits have been ineffective in changing things., IMO, the reason why is because as long as the tax payer keeps footing the bill and not the officer or his superiors personally, then that shit will keep on happening over and over again., what people need to do is go after the officers themselves and sue the fuck out of them, and also go after their superiors for not curving that attitude by their rank-and-file., sue also the suit and tie civilian hierarchy en-charge for not "enforcing" department policy., sue the unions too; go after the police unions, and once they see their gold coffers getting hit too, then maybe we can start seeing a change to this old accepted practice by police of shooting people left and right !!

That's all true Wolf. That's what's so pointless when it comes to suing a governmental agency. Speaking of that, I heard the LA county Sherrif, Baca is personally being sued now.
