The best investment is in people. And until the government realizes that, they will continue to have senseless problems that could have EASILY been avoided. But thats the county seat, so i'm assuming people are getting fired and moved around within first, as we speak, and then they will just have to make some adjustments for awhile. Pay cuts and the whole nine. Federal will step in eventually if they dont get it together.

In truth the city exists as an administrative arm of the state government. It is as the city charter clearly points out in Section 1. Powers of City., a Municipal corporation operating by the name of the City of San Bernardino. Therefore as a corporation the City of San Bernardino and nothing more than a quasi-corporate extension of the state of California the federal government has no ability to takeover the cities affairs anymore so than could B of A, Chase, the SBIA or any other corporation that has been mis-manged or swindled through fraud and deceit. The deference between the two types of corporations being that a city charter allows it to serve public purposes only but its charter does not constitute a binding contract to the state. The state can change the charter or take it away without infringing upon the rights of the people or the residents of the city but the federal government has no such right under Article 10 of the Bill of Rights. Young Thirsty said "Fire the law enforcemont.. ANARCHY.!!!" Again the city acts as arm of the state and therefore a city policeman is endowed with what power? To enforce the laws of the state!!! Seriously youngster you need to know the law and what you are advocating anytime you put something out like that. You might have earned yourself a designation that will follow you the rest of your life. The advocation of anarchy is about as close to treason as you can get so use extreme caution in using terms like that. Anyway go to the city website and read the city charter and then head down to the library and pickup something on civil, state and federal government. Who knows maybe you might come up with an ideal to turn things around.
